Direction power is not a finished end-state
Closure is not a property of the control note. Closure is a finished work-state: a ticket, work order, investigation, or decision cycle marked done with a named end condition. It is not who can steer capital allocation, operating priorities, or binding plant moves in practice. It is not residual rights and upside/downside on the balance sheet. It is not the formal, named right to bind the firm within a defined scope and window. It is not named answerability for an outcome within a defined scope and window.
