A settlement record is allowed to be a settlement package with named carrier / claim / parties / release / disposition roles, named settlement criteria met, and dates, with a trail from the payment evidence to that settlement: the payment package cited against the cash or indemnity disbursed on the accepted claim, the release, agreement, or binding disposition stated, residual liability closed stated, reopen risk closed stated, and other named settlement evidence the instrument requires so the same bar survives the finality. It is not allowed to be the slide from "we got paid" to "it is settled / we are done." It is not allowed to be a check cleared. It is not allowed to be a partial payment. It is not allowed to be a reserve reduced to zero without release, agreement, or binding disposition. It is not allowed to be a disbursement treated as finality. It is not allowed to be a verbal "it is settled." A disbursement is not a final disposition. A payment package alone is not settlement of that paid successor outcome.

The claim the settlement record names has to be the accepted claim under the coverage the instrument grants for that loss, the same matter the payment record holds: the cash or indemnity disbursed, the payee, and the amount. Settlement for a different claim, a different party, or a period the instrument does not name is not this settled. The carrier, the claim, the parties, the release or agreement or binding disposition, the cited payment package, and the dates have to match the payment evidence. A record that floats free of that trail is payment theater, or it is settlement theater, and it is not this settled. A verbal "we got paid" is not this paid. Paid is not settled.

Named paid is not settled. The paid practice is not the settled practice. A payment record answers whether cash or indemnity was actually disbursed on an accepted claim under that coverage, and a trail from the coverage evidence to that payment. A settlement record answers whether the claim is fully and finally resolved so residual liability / reopen risk is closed. Paid is not settled.

A claim that we got paid so it is settled, while the payment trail is missing, is not this settled. A check cleared, a partial payment, or a verbal "it is settled" while required payment evidence is missing is settlement theater, and it is not this paid. A settlement claim alone is not proof the named payment evidence was on the file. A verbal "it is settled" alone is neither. Payment evidence alone is not settlement of that paid successor outcome. A firm can hold a finality story and still not have cash or indemnity disbursed on an accepted claim. A firm can hold that disbursement and still lack a claim fully and finally resolved so residual liability / reopen risk is closed.

A disbursement with no settlement evidence behind it is not this settled. Settlement has to trail back to the payment evidence, and the payment evidence has to show cash or indemnity disbursed on an accepted claim. A settlement package that floats free of that trail is not this settled. What changes Tuesday is the refusal to let one record wear the other record name.
