What a transfer record is allowed to be
Evidence may cite a sustainment record when the source of that sustainment is named, and when the citation names the same entity, the same channel, and the same asset the transfer record is about. The citation still has to show the unbroken trail from that sustainment evidence to the transfer evidence, with named transferring crew / receiving crew / site / system roles, named transfer criteria met (sustainment package cited, next handoff window named, evidence bar the sustainment must carry intact stated, receiving ownership still named), dates, and the next handoff window the instrument names. A citation of a named sustainer or owner, or of a matter that was sustained, without the transfer mechanics, is not this transferable.
A transfer record is allowed to be a transfer package with named transferring crew / receiving crew / site / system roles, named transfer criteria met, and dates, with a trail from the sustainment evidence to that transfer: the sustainment package cited against the named sustainment of the successor obligation, the next handoff window named, the evidence bar the sustainment must carry intact stated, receiving ownership still named, or other named transfer evidence the instrument requires for that handoff across crews, shifts, sites, or systems. It is not allowed to be a dashboard green tile with no transfer authority. It is not allowed to be a verbal "we transferred it." It is not allowed to be extending a handoff memo with no instrument path. It is not allowed to be a chat note that says transferable. It is not allowed to be a sentence that says the next crew will pick it up. A local sustain win that dies at the handoff is not transferable reliability.
The window the transfer record covers has to be the transfer, handoff, remaining-obligation, warranty, or control window the instrument names for that sustained outcome, the same matter the sustainment record held in evidenced continuity under real operating load. Transfer for a different successor, a different crew, a different shift, a different site, a different system, or a sustainment the instrument does not name is not this transferable. A named sustainment with no transfer evidence behind it is not this transferable. Transfer has to trail back to the sustainment evidence, and the sustainment evidence has to trail back to the acceptance evidence. A transfer package that floats free of that trail is not this transferable. What changes Tuesday is the refusal to let one record wear the other record name. Field proof is the named trail with the same evidence bar intact at the handoff, not the tile. Sustained is not transferable. Sync must not auto-deem-transferable.
