A firm can be vacant and still not empty. A firm can chase empty theater and still not be vacant. A vacant package alone is not empty of that vacant successor outcome. What an empty record is allowed to be

The empty record has to trail back to the vacant evidence, and the vacant evidence has to trail back to the vacant Absent Is Not Vacant already required. An empty claim alone is not proof the named vacant evidence was on the file. Vacant evidence alone is not empty of that vacant successor outcome.
